Under the Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations, every employer is required to ensure that scaffolding and scaffold components are inspected for visible defects by a competent person — known as a Scaffold Inspector — before each work shift and after any occurrence that could affect the structural integrity of the scaffold.

Furthermore, every employer is legally obligated to provide the information, instruction, training and supervision necessary to ensure, as far as is reasonably practicable, the health and safety of all employees at work.

If a worker is injured or killed as a result of a scaffolding accident, the employer carries serious legal liability. In addition, an employer’s failure to provide a safe working environment carries significant consequences under the OHS Act. Consequently, Section 38(2) of the OHS Act provides that any person convicted of an offence in terms of the Act is liable to a fine not exceeding R100 000, imprisonment for a period not exceeding two years, or both such fine and imprisonment.

Successful candidates credited with this unit standard are able to:

  • Demonstrate an understanding of different types of access scaffolding, applications and compliance.
  • Explain the role and responsibilities of the inspector.
  • Read and interpret drawings, client requirements and other specifications.
  • Inspect and handing over access scaffolding.
