DESCRIPTION
Unit Standard (SAQA Reg. No 263205)
Under the Occupational Health and Safety Act (Act 85 of 1993) and Construction Regulations, every employer is required to ensure that scaffolding and scaffold components are inspected for visible defects by a competent person — known as a Scaffold Inspector — before each work shift and after any occurrence that could affect the structural integrity of the scaffold.Furthermore, every employer is legally obligated to provide the information, instruction, training and supervision necessary to ensure, as far as is reasonably practicable, the health and safety of all employees at work.
If a worker is injured or killed as a result of a scaffolding accident, the employer carries serious legal liability. In addition, an employer’s failure to provide a safe working environment carries significant consequences under the OHS Act. Consequently, Section 38(2) of the OHS Act provides that any person convicted of an offence in terms of the Act is liable to a fine not exceeding R100 000, imprisonment for a period not exceeding two years, or both such fine and imprisonment.

- Explain the role and responsibilities of the inspector.
- Read and interpret drawings, client requirements and other specifications.
- Inspect and handing over access scaffolding.

Description

Entry Level Requirements Into This Programme?
- Certified copy of his/her ID document
- Erect, use and dismantle access scaffolding at NQF Level 3 (Erector Certificate)
- School certificate Grade 7 (Std 5) or Skills certificate equivalent NQF Level 3
- Be medically fit and in possession of a medical certificate, declaring him/her free from a condition that may prevent him/her from working safely at heights.
Learning Assumed To Be In Place And Recognition Of Prior Learning:
- Communication at NQF Level 3 or equivalent
- Mathematical Literacy at NQF Level 3 or equivalent.
Who Should Attend?
This CETA-accredited Scaffold Inspector course is designed for anyone responsible for inspecting, signing off and handing over access scaffolding structures on a construction site. It is specifically recommended for:
- Scaffold Erectors — who have completed the Scaffold Erector qualification at NQF Level 3 and are ready to progress to the inspection and handover role — making this the natural next step in a scaffolding career pathway
- Supervisors and Site Foremen — responsible for overseeing scaffolding operations on construction sites and ensuring that all structures are formally inspected and signed off before use
- Health and Safety Supervisors — appointed to ensure that scaffolding inspections are carried out correctly, consistently and in compliance with SANS 10085 and the OHS Act
- Safety and Health Officers — requiring the formal authority and legal competence to inspect access scaffolding and issue handover certificates on behalf of their organisation
- Construction Project Managers — accountable for the safety of all workers on site and responsible for ensuring that scaffold inspections are conducted before every work shift
- Principal Contractors and Sub-Contractors — who carry legal liability for scaffolding safety on their sites and need a qualified Scaffold Inspector on their team to meet their OHS Act obligations
- Compliance and Risk Officers — responsible for ensuring that scaffolding inspection records, registers and handover certificates are correctly maintained and available for Department of Labour inspections
